Hi and welcome! :o)
You wanna make a photoglobe? Okay! I tell you, it's really easy!
Of course you'll need a photo. I'll use this one. Download it and we can start.
1.
Okay. Ready? Fine! Open the image and select the Elliptical Marquee Tool and draw a circle with downholding shift, like this:

Open a new image.
Width: 300
Height: 300
Resolution: 300ppi
Mode: RGB Color
Use background color, which should be black. You can use the transparent one, too, but I prefer black.

Back to our picture. Copy the selected circle and paste it into the new black background.
Select the Magic Wand Tool and click on the background. Then Select -> Inverse.

Now Filter -> Distort -> Spherize with an amount of 30.

Copy Layer 1.
Choose the Magic Wand Tool, click on the background, Select -> Inverse and then right click on Layer 2 an Blending Options.
Enter these settings:
(I know, some things are difficult to read...
Altitude: 30)
(Distance: 10
Size: 15px)
Now it should look like that:

Deselect the picture (Select -> Deselect<7B>), click on Layer 2 and press Ctrl + E two times.
Finished!
